In the Quartus II GUI:

Go to Tools → Options.

Select Internet Connectivity.**

Click TalkBack Options.

Enable “Turn on the Quartus II software TalkBack feature” (or “Enable sending TalkBack data to Altera/Intel” in some versions).

Click OK on both dialogs.
